l Project Proposal
CDM project holder/transferer can commission a CBEEX member to propose its project containing the following documents:
² Application of CDM Emission Reduction Transfer
² Project summary and fund-raising report
² Project holder’s Enterprise Business License and Organization Code Certificate
² Project holder’s internal approval statement on project transfer
² Project feasible report and approval
² Environment influence assessment report and approval
² CDM project commission agreement statement
l Examination of Transfer Application
CBEEX examines the documents within the proposal file from the project holder or its commissioned agency, and issues the Notification of CDM Emission Reduction Transfer Acceptance.
l Information Publishing
CDM project will be publicized within twenty working days in form of announcement on CBEEX website, electronic display or statement in designated media. The content is in accordance with the Notification of CDM Emission Reduction Transfer Acceptance.
l Application of Project Bidder
During the publishing of the project, interested parties of the project are to send the following documents to CBEEX for review:
² Application of CDM Project Transfer
² Photocopy of company’s legal license
² Acknowledgement Letter of CDM Purchase
² Relevant documents and certificates on the project bidder’s eligibility
² Other required materials in accordance with transfer regulation.
l Registration and service of Transfer
CBEEX register all project bidders that had sent in transfer application, examines bidders’ eligibility in accordance to project holder’s condition and administrative regulation. After all condition and requirement met, CBEEX issues the Notification of CDM Emission Reduction Transfer Acceptance or the Notification of CDM Emission Reduction Transfer Declination.
l Project Bidder Identification
When the project publication is due, one intended party should be identified through conclusive negotiation. If more than one bidder was pending at this stage, the project buyer should be decided by auction, bidding, online bidding or other procedure organized by CBEEX.
l Signing of Transfer Contract
The Carbon Purchase Contract will be signed by both parties of the transfer and profiled at CBEEX with certificate issued to both parties.
